Digital divides

Digital divides can be of social, economic, or geographic origines. While bridging divides involves providing access to technology, eliminating divides should be discussed within the scope of "Access to what?"

To overcome these divides we must create a culture that encourages use. Effective communities work to position their citizens, businesses, and the public sector to prosper by embracing the growth industries of tomorrow. They train their citizens for those new jobs, provide a means for all residetns to benefit from new era-defining technologies, and work to deliver government services in electronic form when appropriate.

Without these non-technology efforts, we face risks of worsening social inequality, reduced economic opportunity, and constricted political participation.
